Flight Information Service (FIS) Timor-Leste

Real-time advisory, navigation frequencies, active NOTAM alerts, and aviation weather broadcasts for aircraft operating within the Dili Flight Information Zone (FIZ).

Our History & Mandate

ANATL, E.P. (Administração de Aeroportos e Navegação Aérea de Timor-Leste, Empresa Pública) was founded in 2005 under Decree-Law No. 8/2005. It was created as a state-owned legal entity with administrative and financial autonomy to consolidate Timor-Leste's independence in aviation and flight navigation.

Our mandate covers the entire spectrum of civil airport management, ground logistics safety, and aeronautical communication channels. As Timor-Leste modernizes its key logistics gates (including terminal expansions at Presidente Nicolau Lobato Airport), ANATL stands at the vanguard of this national development framework.

In accordance with bilateral agreements and regional treaties, we continuously upgrade airspace safety installations, securing flight connections between Dili, Darwin, Bali, and emerging regional hubs.

Ministry Tutelage & Mandate

ANATL, E.P. operates under the tutelage of the Ministry of Transport and Communications (MTC) of the Democratic Republic of Timor-Leste. The government sets strategic aviation parameters, while ANATL serves as the technical executor responsible for maintaining high airport performance indices.

Relationship with AACTL

While ANATL, E.P. is the service provider and operator of the runways, telecommunication masts, and navigation arrays, the Civil Aviation Authority of Timor-Leste (AACTL) serves as the national regulator. We work collaboratively to undergo inspection cycles and fulfill safety audits.
